The Physical Plant is
a diversified unit of professionals, skilled personnel and dedicated support staff
committed to CNMs mission of promoting and providing higher education, skill
development and workforce training relevant to contemporary needs within the district and
the State of New Mexico. We are proud of our organization and believe we can meet the
needs of CNM students, faculty, staff, and the many visitors to our campus by creating a
campus environment conducive to teaching and public services through the effective
implementation of facility maintenance, capital improvements, custodial services, safety
and security.
The following is a brief summary of the
services the Physical Plant offers to the CNM community and how to obtain these services
through the proper channels.
CNM Physical Plant is composed of five
divisions, each dedicated to specialized areas of expertise. These divisions are listed
below. We encourage working through the protocol outlined in the service guide below to
request services. Going through the established system for requests will result in saving
time and money for your specified department within CNM. If you feel the system has not
responded adequately to your needs, please feel free to call at 224-4664, and we will
do our best to insure that the proper services are provided. Please submit all work orders
through the work order desk and they will route the order to the correct division.

This guide is provided in order to
assist you in the understanding what services the Physical Plant Department can provide
you and how to obtain such services. The objective of the department is to maintain,
operate and protect CNM facilities and its environs in a manner conducive to learning,
safe for the CNM community, attractive for CNM visitors and functional for
today and for future
generations.
Service Categories
The CNM community may obtain services from
the Physical Plant by telephoning the Department at 224-4574 or by submitting the
appropriate request form. Services are classified into the following major categories:
Service Request: Maintenance Services
provided free.
Work Request: Non-Maintenance services
provided at cost
Special Services
Space Allocation
SERVICE REQUEST
Service requests are for maintenance
services as defined by the CNM system. Maintenance services are basic
reoccurring work necessary to maintain the Institutes facilities in good repair and in
satisfactory operation. This service includes maintaining, operating and repairing
utility and building systems such as electrical systems, water, gas, heat, ventilation,
plumbing, sewage, and elevators plus any equipment attached to these systems. It also
includes maintaining and repairing the basic components of the Institutes buildings
and environs such as foundation, walls, roofs, stairs, ceilings, floors, doors, windows,
hardware, turf, sidewalks, streets, and ancillary facilities or equipment. The
CNM system
classifies the equipment which Physical Plant Services shall maintain as equipment
attached to the functioning of the building.
Request for services can be obtained by
submitting a work order request form. The requestor shall provide the following
information for any request for services:
- Description of services
- Location of problem: and
- The name, telephone number and
Department of the requestor
TYPES OF SERVICES
Emergency Repairs - Any disaster, unusual
occurrence, utility malfunction or equipment failure which presents an imminent danger to
life, health or property is an emergency and should be reported immediately to the
Physical Plant by telephone on extension 4574 or after hours to the CNM Security, 3002.
Routine Repairs - Broken or malfunctioning equipment for which the
Physical Plant Department is responsible and which suffer simple failures and do not pose
an imminent danger are classified as routine service requests. Examples are defective
light bulbs, broken windows or rooms too warm or cold. Requests for routine repairs are
made by telephoning extension 4574 or after hours to CNM Security Dispatch,
3002.
Routine Service - Requests for maintenance services which do not
involve broken or malfunctioning equipment or facilities are classified as routine service
requests. Such services may be obtained by either telephoning The Physical Plant or by
submitting a work order request through the CNM mail system to Physical Plant Department.
Priority of Work - Maintenance work takes priority over non-
maintenance work. Maintenance work is prioritized as follows:
Priority 1. Emergency Repairs
Priority 2. Routine Repairs
Priority 3. Routine Services
Priority
Generally, maintenance services take
priority over non-maintenance services. Priorities have been established to ensure that
Physical Plant responds appropriately to each request. Therefore, the assistance of each
unit in detailing the nature and significance of the request is important.
Priorities are assigned as follows:
Emergencies-Immediate Attention Required
- Emergency conditions that affect safety and
health.
- Conditions that immediately affect the
continued performance of academic, student and administrative services; for example,
tripped circuit breakers, elevator malfunctions and utility services not functioning
properly.
Priority I- Complete within Five working
days
- Conditions which present a potential safety
or health hazard; situations that are not an immediate danger, but could become one with
continued use or stress; for example, loose handrails, inoperable door hardware, damaged
stair treads.
- Nuisance conditions that do not require
extensive work, such as offensive graffiti or posters.
Priority II- complete within Ten working
days
- Preventative maintenance.
- Routine maintenance, non emergency service
calls.
- Maintenance work that has been identified in
advance, but cannot be completed at the time of identification because of heavy facility
use, material procurement, availability of Physical Plant staff, etc.
Priority III- No Predetermined Time
Schedule
- Improvements or additions to facilities
(non- Maintenance)
- Work that requires outside vendors,
contractors or procurement of materials.
- Work that requires a coordinated and planned
schedule between a client and the Work Order Desk.
- Jobs requiring several skilled trades and
long-range planning.
- Any work requiring Space Allocation
Committee Approval.
SPECIAL SERVICES
Special Services requests are for work
considered departmental in nature (services which are not maintenance or work request) and
funded by the requesting department. Physical Plant will either perform the
Special Services requested or serve as the requesting department's agent in obtaining the
services from a private vendor. Examples of special services include but are not limited
to the following: a) Perkins Funded equipment Installation b) Repair of teaching aids; c)
Painting when done at a time other than planned for in the regular painting cycle;
It is essential that no changes or
additions be made to any campus structure or utility system without the approval of the
Space Allocation Committee and/or the Physical Facilities Department.
SPACE ALLOCATION: INTERIOR
PROJECTS:
Projects which affect the interior use of
CNM facilities, space, changes in the parameters of the room, cost more than $10,000 and/or
require the services of two or more trades must also have Space Allocation
Committee and departmental review and approval
REVIEW OF SPACE USE. The
use of the space should be discussed with your dean and/or vice president.
Once you have agreed to proceed with
your proposal the following reviews and approval are required:
Level 1) Space Allocation Committee (review
& recommendation)
Level 2) CNM Vice President (review and
approval)
CONSTRUCTION OF YOUR PROJECT.
Once your project is approved by the
administration and is certified to comply with applicable codes, CNM Facilities and
Planning will be permitted to begin the construction phase of your project. See
"CONSTRUCTION DIRECTIONS" below.
CONSTRUCTION DIRECTIONS:
INSTITUTE APPROVAL OF THE PROJECT ITSELF
MUST BE OBTAINED BEFORE PROCEEDING WITH CONTRACTING OUT OR PREPARING OF PLANS AND
SPECIFICATIONS. APPROVAL OF THE FINAL DESIGN AND ACTUAL CONSTRUCTION DRAWINGS WILL BE
REQUIRED TO BE REVIEWED BY THE APPROPRIATE DEPARTMENTS.
REQUIREMENTS:
All construction on CNM buildings must meet
the New Mexico Code of Regulations which incorporates the State Uniform Building Code,
Mechanical Code, National Electric Code, Life Safety Code Handicapped Compliance
Regulations (ADA) and the Fire Code.
Any modification, alteration or addition to
the physical structure of any CNM facility or its environs or grounds must be performed by
Physical Plant and Services, under its supervision, or with its approval if performed by a
licensed contractor. Inspection by a licensed building inspector may be required depending
on the scope of the project.
STATE-FUNDED PROJECTS. If the project is
funded by State fund money (General, Minor Capital, Special Repair), the project must be
bid through the CNM Purchasing Office. The Purchasing Office will prepare the bid package
together and notify and receive approvals from the various departments. They
will also verify insurance, indemnification and bonding where applicable.
When Facilities Management and Services
manages the contract, they will obtain the necessary approvals/notifications as necessary
FOUNDATION FUNDED PROJECTS.
If the project is funded by non-State
money, it is recommended that the project be managed by the Physical Plant
Department and bid through the CNM Purchasing Office so that all approvals and notifications are
fulfilled.
