Administrative Directive
Introduction
Cellular phones are the property of Central New Mexico Community
College (CNM) and are assigned to designated employees for
business use.
The
Information Technology Services (ITS) Helpdesk provides a recommendation of vendors that can be used
to purchase cellular telephones and service.
However, the Purchasing
Department makes the final determination on the selection of the vendor.
The
Business Office reviews the cellular phone billings, and makes payments
for cellular phones.
1. Approval of Purchase
1.1 The purchase of a cellular phone must be approved in advance by the
appropriate vice president. Approval is contingent upon the requestor submitting
documentation justifying the need to conduct CNM business.
2. Responsible Employee
2.1 The appropriate vice president appoints one employee as the individual
responsible for the phone. This employee is responsible for approving detailed billings,
and reporting lost or malfunctioning cellular phones.
3. Procurement of Phone and Carrier Service
3.1 The
ITS Helpdesk
is responsible for recommending
which vendors can be used for
the selection and purchase of cellular telephones and servicing.
3.2
The department making the cellular phone purchase is responsible for
making the purchasing arrangements through the Purchasing Department.
Cellular telephone purchases are made with commodity code
CCCPP to
enable the purchase to be tracked as a fixed asset. Commodity code
CCC03 is used for the purchase of cellular telephone service.
3.3
The Purchasing Department makes the final determination on the vendor
selection.
4. Use Restrictions
4.1 Cellular phones should be used to conduct
CNM business.
Personal use is discouraged, but if personal calls are made, it is the employee's
responsibility to pay the cost for personal calls.
5. Inventory Requirements
5.1 Cellular phones purchased by CNM are tagged and included in the
equipment inventory and subject to all inventory reporting structures.

Any calls not pertaining directly to CNM business.
