Employee Handbook 6.03, Insurance Benefits

Administrative Directive

Introduction

Eligible instructional and non-instructional staff may purchase health, life, dental, vision, voluntary life, long-term disability and other insurance coverage through the group insurance plan at Central New Mexico Community College (CNM).  A portion of the monthly premium cost for some of these plans is paid by the College, and the remainder is paid by the employee through a bi-weekly payroll deduction.  Several insurance provider options are available to employees who elect coverage.  Contact a Human Resources Technician for details or provider directories.

1. Eligibility

1.1 Non-instructional staff, including food service personnel and instructional technicians who are regular full-time or regular part-time employees and work twenty (20) or more hours per week, are eligible for benefits.

1.2 Full-time instructional employees are eligible for benefits at the full-time rate.

1.3 Temporary employees working more than six (6) months, who work twenty (20) or more hours per week, are eligible for insurance benefits.

1.4 Contract and Grant funded employees, who work twenty (20) or more hours per week, are eligible for insurance benefits.

1.5 For part-time instructor eligibility, refer to the current Collective Bargaining Agreement.  Part-time instructors who fall below the eligibility requirements are terminated from coverage, but are offered COBRA coverage.

1.5.1 An instructor must have an assignment which results in eight (8) or more regular class contact hours per week over the 15-week term or equivalent thereof for short courses and summer term.

1.5.2 The contact or credit hours worked by part-time instructors are based on the letter of appointment approved each term for each instructor.  Preparation time and office hours are not considered in determining eligibility or status.

1.5.3 Part-time instructors teaching short-term courses have the teaching load pro-rated over the length of a full term to determine eligibility and status.

2. Enrollment  

All new employees are given the opportunity to enroll in insurance benefits plans during Employee Orientation.

2.1 Employees who choose to participate in any of the insurance plans must enroll within thirty-one (31) days of their hire date. Coverage begins on the first day of the following month.

2.2 Employees wishing to apply for insurance after thirty-one (31) days have elapsed must qualify for the plan based on the insurance provider requirement.

2.2.1 Only certain plans allow for late enrollment.  See a Human Resources Technician  for details.

2.3 An employee may terminate insurance coverage by filing an employee record change form with the Human Resources Office.

2.3.1 Those enrolled in pre-tax plans cannot terminate insurance coverage early unless an approved status change has taken place.

3. Premiums

3.1 Current rates and benefit schedules may be obtained from the Human Resources Office.

3.2  A portion of the cost of the insurance premiums for some benefit plans is paid by the College, as provided by state law and CNM policy, and the remaining cost is paid by the employee. The pro-rated share paid by each party is based on status (hours worked or teaching load) and the annual salary of the employee. This does not change when an employee is on leave covered by the Family and Medical Leave Act.

3.2.1 If a request for leave without pay, not related to the Family and Medical Leave Act, is granted, the following insurance-coverage policies shall apply:

3.2.1.1 An employee with fewer than three years of service shall pay 100 percent of the cost of his/her insurance premiums while on leave without pay.

3.2.1.2 An employee with more than three years of service may keep his/her benefits current for up to 105 calendar days by paying, in advance, the employee cost of the insurance premiums.  Such employee shall pay 100 percent of the cost of his/her insurance premiums for any leave without pay extending beyond 105 calendar days.

4. Continued Coverage after Termination of Employment

4.1 Persons who leave employment or lose eligibility may apply for the conversion of their group life insurance policy to an individual policy with their current insurance provider, paying the entire cost of the premiums as agreed upon by the insurance agency and the departing employee.

4.2 Employees are also eligible to apply for continuation of insurance coverage through the COBRA plan (a limited-time employee-paid insurance coverage plane created by the Consolidated Omnibus Budget Reconciliation Act), paying up to one hundred and two (102) percent of the entire cost of premiums.

4.3 Retirees are eligible to apply for benefits under the New Mexico Retiree Health Care Authority.  Contact the Human Resources Office for further details.

5. Definitions

Contact Hours Teaching hours scheduled with students in a classroom, lab or clinical setting.
Third Party Administrator An outside agency employed to manage and maintain the processes and records of a defined system.  In this case, New Mexico Public Schools Insurance Authority (NMPSIA) manages and maintains CNM employees’ benefit plans.
